For me the point is that promoting is taking much more time than translating KDE. I'm managing arround 25000 strings of the KDE interface but it's just 1 or 2 hours a week of work. Promoting is much more because you need regular events and obviously in multiple cities (and so multiply the efforts). Finding sponsors, a place, contacting politics and press, buying things, ordering and stocking goodies from KDE-ev make coming peoples for conference...
